Story behind the song

I was driving down the street one day and I spotted a sign that said "Hogan street does not stop" (it was a two way stop because of the railroad tracks) and someone wrote under it "Till the break of dawn" and my mom said I should do a song by that title.
The sign is on the front cover of the lp.
