It's a part of a project that was originally meant to explore the black/goth metal convention (though ultimately I didn't really stick to it). Nearly all lyrics on the album are composed out of quotations that I found to suit the purpose. The words to this one are constituted only by a short quote from Dickens' A Tale of Two Cities.
